Visites présidentielles dans la vallée : De l’interdiction d'exprimer son mécontentement sur des pancartes

altLe Président de la République se rendra dans le Brakna et le Gorgol. Des visites qui viennent à point nommé. Elles interviennent au même moment où beaucoup de questions nationales réapparaissent sur la scène politique. Des questions qui mobilisent des citoyens de plus en remontés et plus particulièrement les populations de la région de la vallée du fleuve. Selon le site Alakhbarinfo, l’Etat a débloqué pour ce déplacement présidentiel une somme faramineuse estimée à 1/4 de milliard d’ouguiyas. Les autorités régionales ont été invitées à mettre la main dans la poche… Et sans parler des cadres de ces deux régions… Somme toute de l’argent du contribuable sera mis au service de la propagande à l’heure où famine et la sécheresse font des ravages. Le président a-t-il oublié qu’il s’était arrogé d’être « le messie des pauvres ». Nous lui rappelons que ces deux régions font parties des poches de la pauvreté selon les organismes humanitaires tels que le Programme Alimentaire Mondial (PAM).

Ces visites seront-elles pour lui l’occasion de renouer avec ces citoyens qu'il ne cesse de blesser par sa politique et ses discours ? Les cadres négros-mauritaniens du parti pour la République (UPR) réussiront-ils à sauver ce qui peut l’être pour reconquérir un terrain propice. Lui qui voit sa popularité s’envoler dans la vallée à cause du recensement jugé discriminatoire et raciste par le mouvement « Ne touche pas à ma Nationalité » ? Son discours pourra t-il rassurer les 24 272 rapatriés qui se trouvent dans des conditions sociales misérables et déplorables depuis bientôt 5 ans ? Son gouvernement va-t-il présenter de nouveaux programmes d’insertion et d’intégration aux familles rapatriées dans les deux régions ? Le président va-t-il enfin réagir par rapport aux polémiques relatives à la confiscation des terres des populations de la région de Boghé et de Bababé ? Le président se rendra-t-il à Magham chez la famille de l’adolescent Lamine Mangane abattu par un gendarme lors d’une manifestation contre l’enrôlement ? Autant des questions qui font l’objet des discussions. En effet, le président doit apporter des réponses. Elles seront la garantie de la réconciliation avec son électorat dans ces deux régions. Ce serait une grave erreur politique que d’esquiver toutes ces questions. Le faire serait synonyme d'un déclin politique dans la vallée en sachant que son aura est entachée par tout ce qui a été enregistré depuis le déclenchement de l’opération d’enrôlement et de ses propos sur le dossier du passif humanitaire.

Au-delà de cette gabegie et ce pillage des nos deniers, les observateurs jugent très curieux la décision prise par les pouvoirs publics d’interdire des slogans hostiles à la politique du gouvernement. Comprenez par là que toutes pancartes contre Aziz sont bannies lors de cette tournée. Les citoyens de cette région n’ont pas le droit d’exprimer leur mécontentement et leur désarroi à l’égard de la politique du gouvernement. C’est le musèlement total du citoyen et une privation grave de la liberté d’expression et de l’opinion. Ceci laisse croire qu’ Aziz n’ira pas pour consulter les conditions de vie déplorables mais pour imposer une dictature. Donc un message clairement adressé à la COD et aux islamistes engagés dans une guerre de tranchées avec l’actuel régime. Et surtout un avertissement aux islamistes ayant réussi à s’infiltrer en brandissant des slogans hostiles à sa politique lors de ses derniers meetings à Nouadhibou et à Rosso.

Mais cette interdiction vise particulièrement les militants de TPMN. Les autorités savent que le mouvement dispose d’une bonne assise dans ces deux régions depuis le début des actions militantes. En même temps, à travers leurs tournées de sensibilisation sur le danger de l’enrôlement, les leaders du mouvement ont réussi à instaurer une proximité avec la population. L’Etat a donc pris une bonne avance sur les actions prévues par les militants du TPMN. Ce mouvement ne s’inscrit pas encore dans une posture anarchiste. Les responsables ont toujours défini leur mouvement de pacifiste. Les ripostes des mouvements comme celui du TPMN évoluent en fonction des réactions coercitives de l’Etat. Ils se radicalisent selon la portée de la violence contre ces militants. De leur marginalisation aussi. Si les slogans dérangent, l’Etat ferait mieux d’approcher ces derniers tant que les actions sont encore modérées.
